About the NOVS Project

A National Online Voting System designed to bridge the gap between technology and tradition, ensuring every Bhutanese voice is heard through secure digital transformation.

Our Mission

To provide a highly secure, transparent, and user-friendly digital voting platform that simulates the rigorous electoral standards of the Kingdom of Bhutan. We aim to enhance democratic participation for citizens, regardless of their geographical location.

The Vision

Aligned with the Digital Drukyul initiative, our vision is to set a global benchmark for electoral integrity using cryptographic security and inclusive design, fostering a future where technology empowers national sovereignty.

The Three Pillars

🔒

Security & Privacy

Utilizing advanced hashing algorithms and OTP authentication to ensure that every vote is anonymous and tamper-proof.

🌍

Accessibility

Designed with WCAG 2.1 standards to ensure voters in remote districts or living abroad have equal access to the ballot.

⚖️

Transparency

Integrated Observer dashboards and comprehensive audit logs allow for real-time monitoring without compromising voter secrecy.

Our Strategic Stakeholders

Governance

Election Commission (Simulation)

Responsible for the overarching electoral rules, candidate validation, and the final certification of digital results.

Technology

GovTech Bhutan

The technical backbone of the project, providing the infrastructure and security protocols required for national-scale digital services.

People

The Bhutanese Citizenry

The primary target audience, whose feedback and participation drive the iterative design of our accessible voting interfaces.

Academic Integrity & Research

NOVS is developed as an academic prototype following the Spiral Methodology of software engineering. Our system design is rooted in international best practices from International IDEA and the OWASP Foundation, ensuring that the theoretical framework is as robust as the practical implementation.
